Time to comment on new Tshwane town planning scheme

The public has two months to comment on the new Draft Tshwane Planning Scheme.

The City of Tshwane approved a Draft Tshwane Town-planning Scheme, 2008 (revised this year) for the entire municipal area at its council meeting and now the public can have its say.

The scheme is open to inspection during normal office hours at the office of the strategic executive director: city planning and development, room LG004, Isivuno Building, 143 Lillian Ngoyi Street, Pretoria, from 8am to 3pm Monday to Friday, from October 2 until November 30.

The Tshwane Town-planning Scheme, 2008, is being amended to include the incorporation of the former Kungwini and Nokeng tsa Taemane municipal areas into Tshwane. The amended Tshwane Scheme will thereafter be the only town-planning scheme in operation in the City of Tshwane municipal area, and all zonings and scheme terminology will be standardised throughout the new Tshwane municipal area.

Since the Tshwane Scheme came into operation in June 2008, it's become evident that there were several errors and/or oversights in the clauses, as well as several omissions in the definitions which now need to be rectified.

The other amendments are to remove ambiguity of the clauses, to make them more user friendly, as well as adding some new definitions requested by various departments and private town-planning consultants.

  • What is a town-planning scheme? A legal document required by both the town-planning and townships Ordinance, 1986, and the Gauteng Planning and Development Act, 2003. It determines the general rules for the development of properties, including: zoning; development density; and development controls like height, size, and parking and access issues.
