Property rezoning paves way for Cape foreshore redevelopment

The DA used its majority in the Western Cape provincial legislature to approve redevelopment of piece of land adjacent to Artscape Theatre on the Foreshore without stipulating exactly what the redevelopment would be.

The ANC opposed this approval and said the title deed of the erf, known as Founders Garden, was clear: the provincial parliament could only approve changes to the piece of land if it knew what it would be used for.

A report adopted by the legislature yesterday merely stated: "The House approves the redevelopment of Founders Garden."

ANC MPL Buyelwa Tshungwana warned the approval meant the legislature was opening itself up to legal challenges.

She was worried MPLs did not have enough time to consider the matter as it was discussed at a committee meeting on Tuesday and approved yesterday.

Transport and Public Works MEC Robin Carlisle denied he was pushing the decision through the house and said Tshungwana was "deeply confused".

Carlisle said the provincial government had started to draw up concept plans for the property, and it would include a park flanked by parking garage, access to the new Christiaan Barnard Hospital and a three-star hotel.

He promised the provincial government would go back to the legislature to inform it about the redevelopment plans.
