'All ratepayers must come to the party'

White ratepayer associations have created "a parallel government" and are undermining the ability of municipalities to deliver services, Minister of Co-operative Governance and Traditional Affairs Sicelo Shiceka said today.

He told a media briefing in Cape Town that white ratepayers were placing their money for municipal services in private trust accounts.

"We have discovered that over 280 ratepayers in South Africa, which unfortunately are white organisations, have created a parallel government," he said.

"They take the money instead of paying service to municipalities and put it in a trust account. That undermines ability of municipalities to deliver services."

Shiceka said the government wanted to engage with everybody to sort out municipal problems.

"Everybody must come to the party. That is what municipal service turnaround is all about. It must be driven by all the people."

Shiceka said it had been discovered that all violent protests, "without exception", were happening because people were "raising things with municipalities without getting a response".

"Anger has been boiling up. What we are doing is developing a mechanism to deal with all issues raised with municipalities."

He said a plan on how to cap violent protests would be presented at a meeting with MECs and local government leaders on tomorrow.

Shiceka compared the service protests to babies crying for their parents.

"We have found it is like a baby who cries when it sees a parent. We are dealing with the issues now people are raising these things more so that they can get attention.

"By 2014 we would like a situation where there are no violent protests in South Africa, where we are able to be responsive; we can tend to people's issues.

"They don't have to go to the streets to burn tyres, to burn property, for them to be listened to."

Does the minister imply then that white rate payers should rather do violent protest for not receiving acceptable level of services? I do not understand how a ratepayers association becomes a parallel government structure? It is a vehicle that helps ratepayers to solve issues that has been outstanding for years on end, with no other recourse to take e.g. our street lights has been switched off to save money, the township's lights are on 24/7, whos paying for that?

Ho hum....same BS.. different bufoon. of all the rate payers in SA i would guess the vast majority are not black and not govt supporters and only 280 are withholding rates (sorry that should read wealth tax for durban). wow and that equates to a parallel govt..phew that's mind blowing! here's a suggestion...all ratepayers should form a single lobby/pressure group irrespective of magisterial districts/local govt/provincial boundaries. imagine the mayhem if ALL withheld payment....no free handouts, electricity, water, refuse removal, etc much of which is hardly existent in iratepayers townships anyway. imagine the BS that would flow from shiceka's mouth?

Remember they are withholding rates due to no service delivered. That means I do not pay for something I am not receiving. I mean you would not go to a resturant and pay for meal and just get up and walk away. We are living in a country that has a wonderful Constitution ( also protects the rate PAYING whites) , now you squeal at 280 that are paying the money into a trust account. What about the other +40 000 000 that just don't pay. Makes sense to me : It is Aparthied's Fault anyway!!

They'll "come to the party" when the municipalities "come to the party" and deliver what they are required to deliver. Surely the fact that the money IS being paid is a far better situation than the destruction that usually accompanies a non-white protest ?

The Minister surely meant 280 rate payer associations! He must remember one thing - there is a contract between a rate payer and the municipality. You pay taxes to get specific services. If the municipality does not honour this agreement surely it cannot expect payment. Stop the rot and things will slowly return to normality. The repair process shall begin with the authorities.

so are the whites being blamed again ??? So its the whites faults that money spent on fixing bridges in Limpopo is wasted?? The whites faults that Pretoria and Joburg municipalities coffers are bankrupt while they still spend millions on parties, lavish cars and fat payslips???? The whites are probably also to blame for all the potholes, broken traffic lights and striking trash collectors stuff off you Neanderthal buffoons running government who can only blame others and never take responsibility of their coffer looting
